ENCOURAGECHANGE.: Imagine how more horrifying that report would have been if the Irish judiciary's role in the abuse had been looked into! The judiciary consigned thousands of children to incarceration in institutions they knew were abusive without batting an eyelid or even consulting the Irish Constitution?
