Archdiocese of Dublin - 10/2/2011 Prison Chaplains say report must change system: "The public need to know. The former Inspector of Prisons, Mr Justice Dermot Kinlen noted what he described as the Ministerial and Departmental "Obsession With Power, Control And Secrecy" and simply described the current system where 70% fail to benefit from imprisonment as - a terrible waste of money."?
