Unless there is proper observation of these children on remand, suitable investigation of their psychological condition and proper inquiry into their family circumstances, "the most regrettable decisions may be taken". Children may find themselves planted in institutions for the rest of their juvenile lives when they ought not to have been sent to institutions at all;"?
