Interim Report: "In giving leave to the family of the late Mr. Michael McDonnell (the applicants) for that judicial review on 3 October 2001 Mr. Justice Kelly made an Order putting an immediate stay on our public proceedings. This caused a suspension of our Inquiry pending appeal.
